PHP IDEs and tools

I am new to PHP and the first IDE that I used was PHPStorm, however, there was a problem with it. It turns out that the interpreter doesn't understand $_POST and I cannot make post requests. I searched the Internet but I couldn't find a solution. There were people who said that PHPStorm has a problem with $_POST. I would love to know what the IDE that you use for PHP is and also if there are any tools that you would recommend for developing PHP-based servers.
