What Wordpress cannot do?

I need help finding some "deep" and unspecific info on what Wordpress (and preferably Joomla too) cannot do VS pure html+php.

I need to make some high quality enquires for web-development and I need to exclude Wordpress from it. However I cannot state "no Wordpress" etc anywhere.

Any ideas?
