What are the total steps included (like purchasing,hosting and building) for setting up my music blog?

I want to set up a music blog . I have no programming knowledge . I have all my songs uploaded in a different site . I have links of songs which on being clicked will download songs (no need to host songs). I have seen the domain I want to purchase on godaddy.com . I want to have a website builder (drag and drop kind) at minimal costs . I have heard about hosting , server etc . Can you explain all the steps involved and skills to learn .Thanks
