Web based app be able to edit some text files [on hold]

I have to find a solution to for users to be able to edit some text files stored on a network location. The catch is that they only have to edit some portions of the files (price, name, etc) while the other portions remain unchanged so that the file would be recognized by the app is being used in. Currently the users work directly on the main files. I would like to avoid that, to make it idiot proof for them, in order to avoid having to restore the files from the backup in case they mess up when editing the files.

I know some C++ and C but I'm not really confident that this is the best solution. I was also thinking to make a web based app where users can input their data into the files.

Does anyone have a better idea?
