<"HELP"> project Web based [on hold]

i need a little help on starting my Web based project. What i have is a database of students with location and companies with location and available seats for employment. Now what i need to do is allocate the students automatically to companies that have the same location and also allocating exact amount of students to a specific company with limited seats available.

All i need is kickstart on how should i proceed to the right track. I will be using html, php, mysql as db.
