How to add submission form on my website?

This is the website that I am designing, I am trying to add a forum page, linked in the red box that you see in the picture labeled "forums", but I am having difficulty with two things. I cannot find a forum template, and how do I code it so that you can submit pictures in the forum, and they will be posted on the site forum?
