googleVM httpd.conf wont display via web browser

everyone we have a google cloud server with the the http access open to everyone and a local VM, both have the exact same httpd.conf file, only we cannot see a directory file listing on the google box, it does show on the local VM (via a web browser). Please advise, thanks in advance.
