vector graphics on web pages

I'm new to web development and clueless about the problem statement i've received. In short, I have to build a webpage that supports vector graphics. for example: on lenskart.com you can upload your image and try different frames on your face.

My Requirement is similar. I want to upload images, i'll type some texts(with huge collection of fonts, size, and rotation) and float over image to see how they look and i should be able to save that vector for later use/edit on my server.

I don't know what are the tools to accomplish this, jquery/SVG/Flash or what plugins are available to get this done.
