Smooth scrolling with mousewheel on Chrome

Is there any up-to-date library/plugin/workaround to force Chrome (Opera too - cross-browser solution preferably) to scroll smoothly using mousewheel? FF 37 does the job well, but I cannot pass the problem in other borwsers.

I tested Simplr, but while it makes scrolling with mouse smooth, scrolling with touchpad is being speeded up and sometimes jumps few pixels forward.
