Perfect and best way to build websites

I'm dealing with a problem of choosing the best way to develop a responsive website that i need to develop that will run on all platforms.

I'm from the mobile, front-end & back-end area but i never had an experience from websites development.

I searched the web for the best frameworks/ways to develop sites but there are to may results that i can't choose properly the best way for it. I do have a little bit of experience in PHP , ASP.NET MVC , Bootstrap and jQuery but not enough in order to know how to develop a site from scratch that will look beautiful and will be responsive.

Sorry heads up if i said something wrong in my question , it's because of my lack in web development.
