Knowledge Base like Evernote

I want to create a knowledge base for private purpose (for example, web-dev). I need a system, which do not contain any user's stuff (users, permissions), which support add notes (with WYSIWIG or like), with tags. And search function by text, tags (with logical operations &&, ||, !). And hypertext markup.

Wiki-based system more complex and search engine do not effectively by tags. phpMyFaq build on principe question-answer.

It's good for minimalistic system. I just learning something new, create note with text, pictures, add tags and links on other notes. And If I want something from the system, I just input in search "(SVG && CSS && !JS) || (SVG && IE)"
