how to implement a web-based recommender/Decision maker/Expert system?

So I need to develop a really simple web-based utility that will ask a user a set of predetermined questions and then have the system return a value that will be in response to these questions.

For example, I am building a 'recommender' system for student accommodations. I need to ask the visitors questions such as "Is price a factor?" or "Are you a sociable or reserved person?" and then have the system recommend the accommodation it finds to be the best fit.

To be honest, I don't even know what this system is called (hence the terrible title). I mean, is it a recommender system, an expert system? I can't seem to find anything, tutorial or otherwise, that will even start me off.

I know I can take a more 'true' recommender approach using collaborative filtering or content based recommendations, but at this point I would be happy with php and SQL implementations as these are what I am familiar with.
