for a web application, what framework, languages to use ? Web Architecture? [on hold]

We are trying to build a web application with features:

A) user A signs in, puts up his/her services, details like location on the site.

B) User B can search, with filters, for services by location (shown on the map)

c) user B books User A's services and User A's calendar should be updated.

d) A payment gateway

e) Should be scalable for Mobile app, later.
