Coding a New Web Browser

I am currently reading Paul Graham's book Hackers and Painters and working on his idea to create a better web browser than the ones currently in existence. What Languages do I need to master to create something like this? I have downloaded Python and running it now ... can I create a program like this using purely Python ? Thanks alot
