What framework or technologies will be needed for a site that simply displays a collage of thousands of pictures?

So I’m trying to conceptualize a website that’s going display a mega collage of thousands of pictures. In its original state, the pictures will all be small and maybe blurred or compressed but the site will have an feature to zoom in and as the screen zooms in on the collage, the images in the part of the collage that is zoomed into will get clearer and larger. Firstly, is such a thing possible and if so, what framework and technologies would it entail?
