Drag and Drop HTML

I am using Notepadd++ for creating individual Webcontent. Because of pure scripting i need to much time for special placing of objects in non usual webdesign. There are many Webservices for creating html with drag and drop. but they are all binded to an special server or hoster etc... and its very hard to look in this created scripts to understand and find special things. I am looking for an sofware on my computer where i can drag and drop content and scale and place with mouse for faster webdesign. on google i only found thoose online webservices with registration etc... maybe there is a software i dont found yet which is able to help me editing things easier than pure writing code?
