I need an interface to create a web directory (html) from records of a data scraper robot csv file

I am testing a robot to Scrape data from Google Maps and this program exports the data to a csv file. What I am needing is to pass all that data to HTML format so that I can create an internal web directory with all that data.

The problem is that each record should be a web page and each web page should be categorized by city or country.

I understand that it is something complex, I have design knowledge, but I am not a programmer and I need guidance on how to implement a kind of interface that can create web pages from each record Scraped by this robot.
