if HTTP request fails, which component is responsible for retrying

If a HTTP request fails, does operating system retry it, or the browser?

My thought is - The browser is aware of the HTTP request and would get the failure response. Once failure response is received , browser will retry HTTP request.

Ask - Wanted to confirm my thought
