Is it practical to build a web page skeleton/html with vanilla javaScript?

If I'm not using any framework and I would like to have just one div with id='app' is it ok to build the web page skeleton just with vanilla javascript and DOM API and init() it after DOM is ready? Just a thought and would like to hear some opinions and comments since I'm not experienced dev.
