Tomcat 7 doesn't upload *.properties files

I use library PDF.js, try to embed default page to my site. It relies on static pdf file in the same directory as default file and locale.properties file for multi language support.
Page can't get this files because of 404 error, but I'm sure these files exists in classpath and all paths are correct. And tomcat works correct with other MIME types
