Run .exe from command promt Java

There's the problem: given an exe, which is written in MathLab, a .txt file, which contains numbers, and the program program should get these two datas as command line arguments, the result is a .png picture, which should be given to a webserver via this program.

I have never done (neither learnt) these things before, but now I really should have to, that's why I'm asking about it.
