Ideal progrraming language for a live horse race

I would like to know what is the ideal web programming language to make a horse race website but in live ? Is it possible in php ? (with ajax) It's just a simple background with 5-6 horses that run. The winner is picked before the race. I need it dynamic (live players bet,...) Thank you very much Nathan
