How to access user contact list for referring website to friends?

As an example, LinkedIn somehow seamlessly syncs with outlook to pull out email addresses in the user's addressbook so the user can send invites to their friends to join the network.

Can anyone provide some pointers on how such functionality can be implemented. I'll be looking to build this with PHP but programming language agnostic answers are welcome.
