Having .html coded website

I have seen some .html website instead of the classic .php I think php sucks between and everyone use it and that bad mainstream mvc framework .. I was thinking .html is only for non dynamic pages like text can't be changed but what you write in the file. But I've found it can also generate results like searching for content printing info from database. How is that possible ? Is it some language different from Php ? I would love to know. Is it fast ?
