My website and site pages are showing in the google but they are not getting indexing in the google

Its been a month my website is not indexing in the google as I recently updated the robots.txt file but not getting any solution. As webmaster is giving me the same message 21 domains are still blocked and new index coverage issue. Also, I had Fetch and render the pages. Can anyone help me out?
