I need to migrate a desktop application to the web, but have no idea where I should start. What should I be looking to do?

I have an application which is a maintenance management software using ToolBook and MS Access Database. I want to migrate this application so that users can simply login into their account in the web browser, and access the application through the browser.

I've been doing some research and have found next to nothing about ToolBook and MS Access. I'm sure I've just been looking in the wrong areas. But what I've come up with is rewriting the whole program into something like HTML, and then using a third party server to host it...is this making some sense?

I just need to get the ball rolling, I've never done anything like this and would appreciate any support or input!
