Are there any platform that broadcast,record audio live streaming and return audio file?

I have developed apk and web application for conference management (translators and users), the users will open the apk and choose language and translator then they will be able to listen to live translation I used webrtc for steaming. but webrtc not provide audio file hosting. I need solution for these requirements:

1. broadcast audio for good bandwidth (from web page to mobile platforms)

2. a system that support two link (translator link, user link).

3. hosting service (replay recorded audio link as mp3 or any suitable extension). all regards.
