Accessing windows from php web service

I am a newbie for this subject. I know PHP , JAVA , Android , but do not know Windows Better. my question is , i want to develop a simple app or program or web Api with windows application , Where if i hit the web api from an Android phone or any other http client from another network , the windows on my desktop should open a particular program , like say Media Player.

What frameworks i can use here , and what/how will be the communication methods, Can any one guide me to start over.
