How to make a none-audio video of My site sync with music from another website

if i go 00:14 for ex, then the music of the other website had to go 00:14 can that basically work? I got a video music but then I don't have copyright for the song, maybe the singer gonna hate me so, what if I use it from their website and put my video to sync the music?
