Any way to serve exact same webpage instance to multiple clients?

I am looking for a way to serve exact same webpage instance to multiple clients, because i want to save the javascript function state and keep the javascript function up and running offline from user. I assume that this webpage must run internally on some kind of web server, and other users access this site. Something like website inside a Website. Is there any web server that can serve it that way?
