How can I do a Choropleth map on a svg file?

So, I have a map in .SVG format with all counties from a country. I want to do a choroplate map Something like this. I searched for a JS library but I couldn't find something to help me with this. Can you tell me what can I use to do this ? I found other ways to do it, using the whole world map, but I want to use this .SVG format.
