About IP address and Scraping by jsoup or other programing language

Is anyone know how to scrape by IP address. Especially, I want to know that way of jsoup, but I can't find its way.

I know next function.

Jsoup.connect("URL").get();

but it seems accept only URL and doesn't work by IP address.

I wanna know ways scraping by IP address and write about cyber attack as graduation paper. If you don't mind, please tell me its way. I'd be glad if its way doesn't cost money.
