python for Web and for windows

I would like to know if it is possible to make a python file that run on windows and that can receive variables from an Web api or other way?(written in python or php) What I want to do is have a python program that connects to a database, and receive the user name, password and ip to access the mysql database from a webapi or if you have another ideia If it is possible, how do I start the web part?
