Is there a software that allows me to design websites like i design apps in Android-Studio with constraints, without typing code

I am sorry if this is a noob question, i don't know what to Google. I always had hard time with designing, i am more of logic side of things. I tried and tried to learn Web-dev but i always fail with front-end. I am learning Android app development and i came to know that i don't need to write the XML code for everything in it. Like the picture shown below, i wonder if there is a software that allows me to do this with website designing.

Update: When i am trying to add tags to this question "Google-WebDesigner" popped up, is this the one i am asking for? it seems like it won't write it's own HTML when i arrange does it?.
