Embedding Python in WWW client (1994)

The very first Python workshop in 1994 apparently had "Embedding Python in WWW client" as one of the possible topic for discussion.

During the panel discussion at PyCon 2017, Barry Warsaw mentions that "Python was maybe this close to being the universal language in web browsers" but does not really explain it any further.

Does anyone knowledgable of that part of Python history remember or have any recollections what eventually happened and why Python did not become the lingua franca of the web?
