Connect GSM Modem to a dedicated hosting server

I have a local application that is connected to a GSM Modem in my Android Samsung Phone for receiving/sending sms to users. What I would like to know now is that is this still possible if I host my application on a dedicated hosting or a vps(virtual-private-server).

If Yes: how do I approach this problem

If No: what is the best way to achieve this.

I am trying to not use online sms gateway for economic purposes.
