Can I look up other user's geolocation on VK using the users.getNearby API endpoint?

I am curious if VK allows me to view another persons geolocation aka longitude and latitude.

Also I am curious if I could use this url to do so.

The get nearby part does what? Also if this request is not good can you tell me what else I would need to add for users.getNearby would be. Do I need to add an equals to it?
