Creating Web 2.0 Profiles and submitting

Hi I am looking to develop web SEO software that will automatically create accounts on web 2.0 sites and submit the content. I have experience in PHP, Ruby on Rails but I have no idea how do this.

can anyone tell me how do I get started? I need basic guide on how to get started on this.
