i want to create website which have svn features

i want create a website which provide SVN's features. i mean using web UI user can create repository and give permission to it. and using of svn clients they can perform tasks like commit,update, checkout , etc.. i have started my project with php but latest php version is not supporting svn functions, i have searched a little and come to know that python is have little functionality over svn. so can you please tell me which language will suite for SVN. with full support and guide should be available also. thank you..
