Allow users to clip image to specific shape before uploading

I'm looking for any suggestions / recommendations on where to start for the following project. For background, I have a degree in CSE that I haven't used in years and mostly do light php / html / css for my personal websites.

I want to create a page that allows a user to select a state (e.g. Ohio), upload a picture, and then crop that picture to that state, with options to resize / frame the picture so it'll look the best.

Any suggestions on where to start? I have a few tutorials on uploading images, but nothing that allows you to adjust the image / crop it to a specific shape.

This how to guide has gotten me started on uploading images and this post shows how to use a png as a mask, but it doesn't show how to be able to reframe / clip the image before uploading.

Any guidance?
