web fragment project and application framework

In our company, there are a lot of projects based on the same java web framework. Now, we want to split the framework from business logics with web fragment project technology. When I use web fragment, should I implements the framework as dynamic web project and business modules as web fragment, or I just implement an empty dynamic web project, and framework/business modules as web fragment?

Btw, business modules have depends on framework. Thanks.
