Web development: What are things I should know for developing a web app that displays content in a local language script?

I want to develop a web application that publishes content in my language script. The script is totally new to the others beyond my community. But I have the TTF file.

Should the language script be installed in every user's machine?

I just need to know a starting point for such development.
