How to create an object that stays static through a scroll? - Adobe Muse CC 2017

I have an object with text that I would like to scroll with the page then stay at the top and have everything scroll behind it. Can this be done? enter image description here

I would like the orange rectangle with white text to scroll to the top with the page, then stay there.
