Which technology/framework should I choose for a simple database web application?

What I know: - Basic knowledge in HTML, CSS, JavaScript - Moderate knowledge in Java, Python, SQL - Absolutely no knowledge about web frameworks.

What I want: Create a single-user web database application. It will be a personal videogame/movies/other media log application with front-end page and back-end server doing all the database-related stuff, with a potential for further expansion as I learn new things.

For the database, MySQL or MS SQL Express would suffice, but can you please advice what technologies/frameworks would be most suitable/comfortable for the front-end GUI and back-end components, considering my knowledge of languages stated above?
