Web app in Python to plotting chart using Yahoo data

Suppose I want to get the data for the S&P500 index from Yahoo Finance and use this data in a web application written in Python which then can plot the time series. Is it doable? If yes, can you provide a summary of the steps I should perform to succeed at this task? Is this also working on mobile devices (specifically Android)?
