Is there a way to link to the Downloads directory from a webpage?

I have a website that has downloads. After collecting feedback from users, I've found that they are not aware of where files have been downloaded to.

I plan to include some messaging about files being downloaded to the browser's Downloads directory, but one step further would be linking users to the place where a file was downloaded to. Is there a way to do that, or anything similar?

I've noticed that trying to link users to chrome://downloads/ produces the error:

Not allowed to load local resource: chrome://downloads/
