How to implement software-like things using web

I just know something about developing web service and simple web page. And I want to do some simple software which I can open just double click the icon on Windows. I know maybe I could use c#/MFC ... But I'm familiar with some web technical and I want to implement it using web. I think there might be a container where I can put my web pages and it has web driver which helps to reder html and the URL address field is transparent for user. Is there some similar framework/container?
