Getting Jquery to notice a scroll event

$(document).ready(function(){
    $(document).scroll(function(event){
        console.log('scrolled');
    });

});

When I scroll on my webpage with a scroll bar the 'scrolled' is still not logged to console. Could anyone please tell me why? It would be greatly appreciated! thank you!!
