Django 1.9 database error cannot drop parent key column ORA-12992

I have an strange issue when I execute the migrate commands in django.

I modify my model and the sms issue is :

django.db.utils.DatabaseError: ORA-12992 - cannot drop parent key column

I reverse changes but the issue doesnt dissapear.
