What web development framework and language is best suited for me?

I don't have much time to become a good programmer, I just want something that is easy and fast to build. I know C# 2.0 and Python but it's been years since the last time I've touched them, so probably I'm gonna need to review.
Which one of these languages/frameworks do you recommend for me? I'm tired of reading comparison questions and I don't seem to be able to make a decision out of them.

1. C# - ASP.NET MVC (I know some C# from years ago, never touched MVC)
2. Python - Django (I know some Python from years ago, never touched Django)
3. Ruby on Rails (I just heard the name)
4. Node.js
5. .... If you know something better

I need good documentation (which I thing all of them have it) and easy deployment (unfortunately I can't use Amazon AWS, Google Cloud Services, or any other cloud services like them; they're mostly not available in my country).

And I also would like to know how much time it takes to learn them to write very simple web applications.
